July 7, 2006
Hyatt Regency Town Lake Hotel
208 Barton Springs Road, Austin, Texas 78704

Welcome
In attendance: Darryl Tocker, Sandy Stephens, JoAnne M. Moore, Dianna Dorman, Donald Oliver, Ramon Noches, Peggy Rudd, Carol Roark, Danielle Plumer, Martha Doty Freeman, Tracy Kuhn, Liz Clare, Erica McKewen, Amy Trost, Katharine Teleki, Brenda Russell, Pat Smith, Cyndy Perkins, Lori Brix, and Peggy Oster

Call to Order
President Darryl Tocker called the meeting to order.

Reading and approval of minutes from the March 24, 2006 Board Meeting
No changes or additions, minutes were approved and sent into the Minute Book.

Guest Speaker
Cyndy Perkins, Development Officer, Children’s Medical Center Foundation of Central Texas, gave a very informative overview on fundraising for the medical center.

Treasurer’s Report
In Mickey Schott’s absence, Darryl reported that there is a balance of $9,277.47 in the bank.

Darryl thanked everyone for his or her contributions.

Membership Report
Erica reported that in April, Darryl drafted a letter to 60 members who are currently current and 52 are a product of his letter.

Peggy reported on the note cards just printed that depict photographs from the collection at TSLAC. The Friends group paid for the membership gift and there are 500 sets with four different images.

Old Business
Peggy shared thanks from the directors of small libraries for the travel stipend. TSLAC is not permitted to support travel costs for task force meetings, and if the Friends Group had not made money available, eight librarians who had applied for reimbursement would not have been able to attend the meeting of the Loan Star Libraries Task Force.

Darryl reported no change in status of the Digitization Grant Project. It is anticipated that applications will go out by August.

New Business
Peggy reported on the Sunset Review process that is done every 12 years. The process determines if an agency is in fact performing the work they were mandated to do, and if there is a need for the agency.

A Web site has been created for public input and a full decision by the Sunset Advisory Commission will be made in mid December with a bill in January.

Peggy also reported that the Strategic Plan has been mailed to members of the Friends Group.

Legislative appropriation requests are due by August 11. The request is 10% below the current biennium base.

Documents from the French Legation have been returned to TSLAC. The plan is to conserve and then permanently display at TCU for five years with a special showing of the documents at TSLAC. In the collection there are letters signed by Stephen F. Austin on work the Legation was doing to get Texas admitted to the Union. TSLAC has become proactive in seeking return of documents that belong to the State of Texas. The Library Commission is taking a strong stand in the return of documents.

Peggy reported that the funds from the state for the capital campaign for the Lorenzo de Zavala Archives and Library Building remodel and renovation are not enough.

Sandy said we need to augment funds from the state and take advantage of fund raising. Begin making a list of those you know who would contribute. Think about hiring a consultant to steer the fundraising campaign, develop timelines, a strategic plan and keep on task. TSLAC’s staff is precluded from fund raising so the Board needs to get involved.

Darryl made the motion that the Friends Group begin a fundraising campaign to assist with the building’s remodel and renovation. Ramon seconded the motion, vote was taken and it passed unanimously.

Susan made a motion to start and implement an endowment account. Sandy seconded the motion, vote was taken and it passed unanimously.

Lori Brix, former president of the Friends of the Volunteer Recording Studio and volunteer with the Talking Book Program, was welcomed as a new board member.

There being no other business, the meeting was adjourned.

Respectfully submitted –

Susan Smith Dorsey, Secretary
